Between 26 and 28 October 2016 the workshop “Developing a National Implementation Plan for UN Security Council Resolution 1325” was held, which gathered representatives of state institutions in the security sector and civil society organizations active in the field of gender.
The event was opened by Ms Elena Mârzac, Executive Director of CID NATO, who submitted the draft, Mr Gheorghe Galbură, Deputy Minister of Defense, who stressed the importance of such a plan and the Resolution 1325, and welcomed the involvement of each institution, since such a plan requires long-term cooperation, and Ms Jacqueline O’Neill, Director of the Institute for Inclusive Security, who spoke about the role of the Institute in this project and how will it get involved.
The workshop was organized in order to familiarize participants with the drafting of a national plan for implementing Resolution 1325 and get acquainted with existing plans elsewhere in the world. In order to achieve this primary goal, the workshop featured Ms Zorana Antonijevic, Regional Expert, who spoke of the example of Serbia – a country where civil society is very involved in this process, and where the National Action Plan contributed to understanding gender-related issues, such as violence against women, which is now well publicized and discussed both locally and regionally.
Ms Sabine Freizer, Adviser for Peace and Regional Governance at UN Women, explained what is Resolution 1325, its pillars and their description, and spoke about the examples of Georgia, Ukraine and other countries, which should be taken into consideration and followed. Among the speakers and experts invited to facilitate fulfilling this first objective was also Mr Ariel Gordon, Program Coordinator at the Institute for Inclusive Security.
Another objective of the workshop was to identify gaps in national and international legislation, a report identifying these gaps being presented by Mr. Vadim Vieru, Legal Consultant. He assessed the national and international standards on gender equality in the field of defense and security. The most important areas discussed were the report’s findings and recommendations. Another topic of discussion was the strategy for equality between women and men in Moldova for years 2017-2021, and more specifically, the promotion of gender equality in the security and defense sector. The speaker on this subject was Ms Natalia Albu from the Military Academy of the Armed Forces “Alexandru cel Bun”.
Ms Elena Ţarălungă from the Ministry of Defense held a presentation about the development of the inter-institutional self-assessment process on gender in the national defense and security sector. Based on this, several topics were addressed, such as the stages of the national implementation process of UNSCR 1325: a) conducting inter-institutional assessment on gender in the national defense and security sector; b) developing the National Action Plan on the implementation of UNSCR 1325; c) the actual implementation of the National Action Plan on UNSCR 1325. Ms Ţarălungă also discussed national policy documents that include the implementation of Resolution 1325, and the involvement of state institutions, international organizations and civil society in the process of self-assessment.
In addition to activities aimed primarily at providing participants with information and documentation, during these three days there have been organized a number of exercises to identify gaps in Moldovan legislation on subjects relevant to gender, main challenges at the root of security issues, analyze the causes and effects of these challenges, and find solutions to improve and eliminate them.
